Context
Studies carried out show that the Micro, Small and Medium Enterprises sector, which represents 97% of the commercial entities in the country, faces restrictions on access to finance and that the banks installed in the country, would provide more credit if they could guarantee pledges of collaterals under conditions of relative safety.
In the sense that, if a credit is not paid on the agreed terms, the pledged movable asset can be sold efficiently to recover the balance due, this public service is a crucial instrument to improve the business environment in Cape Verde.

The legal regime that supports the RGM presents a broad concept of movable assets, whether specific or generic, present or future, tangible or intangible, material or immaterial, extending the registration of ownership of movable assets to those of existing movers, cars, ships and aircraft.
